County Development Block Grant Home Rehabilitation Program
(CDBG)
- The Chippewa-Luce-Mackinac Community
Action Human Resource Authority, Inc. currently operates the Michigan State
Housing Development Authority (MSHDA) Community Development Block Grant
Program.
- Works in cooperation with Chippewa, Luce, and Mackinac Counties to
provide necessary home improvements.
- The CDBG Program assists low and moderate
income homeowners with repairs and rehabilitation to their homes.
- Homeowners must meet or be below Section
8 income limits as published by MSHDA annually.
- Those applying for services must be the
owner / occupant for a minimum of 30 days prior to application.
- Ownership is defined as having title to
the property or a legal purchase agreement such as a mortgage or land
contract.
- Proof of ownership is required when
applying.
- If approved the CDBG program will provide
homeowners with a grant amount up to but not exceeding $7,500.
- Homeowners normally provide a 25% leverage amount to complete the
rehabilitation project.
- Zero interest loans secured by non-diminishing liens are provided to
homeowners.
Home Weatherization Program
- Designed to help area residents by providing insulation, weather
stripping, and other energy-saving measure.
- This program is available for:
- owner occupied homes
- mobile homes
- and qualified rentals
Walk for Warmth
Home Buyer Education
- Home buyers are counseled through the home buying
process to support programs that increase homeownership opportunities for
low to moderate income families.
Home Buyer Purchase Rehabilitation
- The Chippewa-Luce-Mackinac Community
Action Human Resource Authority, Inc., in conjunction with the Michigan
State Housing Development Authority, operates the Down Payment Assistance
Program with Home Rehabilitation in the tri-county area.
- This program is designed to provide low and moderate
income families with support to become homeowners.
- The Down Payment Assistance
Program including Home Rehabilitation provides eligible homeowners with a
grant for up to $5,000 towards the purchase of a new home, plus a grant to
provide needed repairs to the home.
- The $5,000 grant is per family in
closing costs, down payment and/or interest buy downs and limited funds for
required repairs established by an HQS inspection.
- This program is designed to
assist lower income residents to purchase new homes and improve the housing
stock in the area.
- Applicants must be
pre-approved for a mortgage from a lending institution, meet income
guidelines, and agree to attend Home Ownership Counseling.
- The home must pass a Housing
Quality Standard inspection.
In addition, applicant must
acquire the necessary bids fro licensed contractors based on the specifications
designed by Community Action staff.
- Available only in Sault Ste. Marie specified
neighborhoods.
Neighborhood Preservation
- This program will strengthen a specific neighborhood
by providing low and moderate income homeowners with zero interest loans
secured by non-diminishing mortgage loans.
- The homeowner is expected to provide 25% matching
funds.
